Pennelope Beckles-Robinson
The Honourable Pennelope Beckles-Robinson, MP was appointed Minister of Housing and Urban Development on August 19, 2020. As Minister of Housing and Urban Development, she oversaw the Government’s home and village improvement, subsidised housing, land settlement, regularisation of tenure of squatters and urban development policies and programmes. In this portfolio, the Honourable Pennelope Beckles-Robinson also had responsibility for statutory boards, agencies and other bodies which fall under this Ministry such as the Trinidad and Tobago Housing Development Corporation, Land Settlement Agency, East Port of Spain Development Company, New City Mall, East Side Plaza, Sugar Industry Labour Welfare Committee and the Trinidad and Tobago Mortgage Finance Company Limited.

Dr. Bheshem Ramlall
Dr Ramlal is a Senior Lecturer in Geomatics Engineering. He holds a BSc. Land Surveying from The UWI St. Augustine and a Postgraduate Diploma and an MSc. in Integrated Map and Geoinformation Production from the International Institute for Aerospace Survey and Earth Sciences from the University of Twente in the Netherlands. His academic qualifications also include a PhD in Spatial Information Engineering from the University of Maine, USA, and a Certificate in Education, Teaching, and Learning from University of British Columbia, Canada.
In 1988, Dr Ramlal joined the Department of Geomatics Engineering and Land Management where he served in various capacities, including two terms as Head of Department. He has served as Vice President and member of the executive of WIGUT for several years. His public service includes serving as the Chairman on the Board of Directors of the National Spatial Data Infrastructure Council of Trinidad and Tobago and as a member of the Board of Directors of the Accreditation Council of Trinidad and Tobago. His work continued as a GIS expert at the international, regional, and national levels.
He is a member of the International Geospatial Society, the Royal Institution of Chartered Surveyors, the Chartered Institute of Civil Engineering Surveyors, and the Institute of Surveyors of Trinidad and Tobago. Dr Ramlal’s research is focused on Geospatial Knowledge Infrastructure, data curation, geospatial data dissemination and policy development, and GIS in education.
He was appointed as the new Dean of the Faculty of Engineering, effective October 1, 2023 and succeeds Professor Edwin Ikenna Ekwue.
Ms. Camille Fortune-Rollock
Ms. Camille Fortune-Rollock is a Trinidad and Tobago Land Surveyor (TTLS) and
also a Land Use Planner. She holds a Bachelor of Science (BSc) in Land Surveying
and a Master of Science (MSc) in Planning and Development.
She has practiced Cadastral Surveying for the past 34 years, served as a member
on the Land Survey Board of Trinidad and Tobago from 2003 to 2017, and is
currently a member of the Land Surveyors Disciplinary Committee (LSDC).
Ms. Fortune-Rollock is employed as the Assistant Coordinator of the Town and
Country Planning Division (TCPD), Ministry of Planning and Development and has
over 20 years of experience as a Planner. She has been entrusted with the
managerial role and responsibilities in the planning, organization and execution of
programmes of work within the Division, aimed at achieving the overarching
national vision.
Her love for the outdoors has been the catalyst for her chosen professions.
She also has a passion for art and dancing. She is a devoted Roman Catholic and a
proud mother of one son.
Ms. Candice Dookree
Candice Dookree is a dedicated Geomatics engineer and a passionate researcher currently pursuing a Ph.D. at the University of the West Indies in Trinidad and Tobago. With a primary focus on Geoinformatics, their research expertise lies in the innovative application of Remote Sensing and Geographic Information Systems (GIS) technologies. During their academic journey, Candice Dookree has made significant contributions to the field by leveraging cutting-edge geospatial tools to address real-world challenges.
Dr. Charisse Griffith-Charles
Dr Charisse Griffith-Charles Cert. Ed. (UBC), MPhil. (UWI), PhD (UF), FRICS, MISTT is currently Senior Lecturer in Cadastral Systems, and Land Administration and Head of Department of the Department of Geomatics Engineering and Land Management, in the Faculty of Engineering at the University of the West Indies, St. Augustine, where her research interests are in land registration systems, land administration, and communal tenure especially ‘family land’. She places importance on professional membership and is a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and member of the Institute of Surveyors of Trinidad and Tobago (ISTT). She has also been President of the ISTT, President of the Commonwealth Association of Surveying and Land Economy (CASLE) Atlantic Region, and President of the Fulbright Alumni Association of Trinidad and Tobago (FAATT). Dr Griffith-Charles has served as consultant and conducted research on, inter alia, projects to revise land survey legislation in Trinidad and Tobago, assess the impact and sustainability of land titling in St. Lucia, address tenure issues in regularising informal occupants of land, and to assess the socio-economic impact of land adjudication and registration in Trinidad and Tobago, apply the STDM to the eastern Caribbean countries, and document land policy in the Caribbean. Her publications focus on land registration systems, land administration, cadastral systems, and land tenure.
Mr. Christian Persad
Christian Persad received his B.Sc. in Surveying & Land Information from the University of the West Indies in 2005. In 2008, he became a Licenced Land Surveyor, and began practising in the private sector. He created SKYLINE GEOMATICS in 2012, an entity dedicated to the research & development of advanced surveying techniques. In 2013 he displayed the use of handheld digital cameras for close-range surveying, and by 2014, he was able to demonstrate the suitability of using low cost drones for aerial surveying & mapping. Christian subsequently became the first land surveyor in Trinidad & Tobago to use low cost drones for surveying and mapping.
Christian is currently a Director of the surveying firm Ali, Deonanan & Associates Ltd, a Member of the Institute of Surveyors of Trinidad and Tobago (ISTT) and a Member of the Land Survey Board of Trinidad and Tobago (LSBTT).
Mr. Clint Langton
Clint Langton is a quantity surveyor who graduated from London South Bank University with a first class honors Bachelor’s degree in Quantity Surveying in 2005. While at university he was awarded the university's Surveying Division’s Quantity Surveying Prize. He is an active member in the Institute of Surveyors of Trinidad and Tobago, having been on the management committee continuously since 2006 and have served as Treasurer in 2014 and past president for 2016 / 2017 and chair of the ISTT disciplinary committee up to 2023. Clint has contributed numerous articles for the ISTT newsletter, for the TTCA magazine and has been a presenter and organiser of numerous ISTT seminars including the most recent ISTT 25th Anniversary Conference in 2021. Clint is one of the quantity surveyors who updated the TTIA local form of contract. He is also a member of the Quantity Surveying International. Clint is also a Chartered Arbitrator. Mr Langton has lectured at both UWI and UTT. He is currently UWI a part-time lecturer to BSc students at UWI.
Clint is founder and principal of his own firm Clint Langton and Associates Limited which is celebrating its 17th year in 2023.
Mr. Darion David Mahadeo
Darion David Mahadeo is a full-time researcher, pursuing his PhD Surveying and Land Information degree at the Department of Geomatics Engineering and Land Management, the University of the West Indies. Darion holds a BSc. Geomatics (Hons.) and an MSc. Geoinformatics (Dist.) from the same University. Darion has almost 10 years of combined academic and professional experience in Geomatics and Geoinformatics. Most of his experience involves using remote sensing, land surveying, and GIS. His research deals with integrating GeoAI and satellite imagery to develop feature extraction models essential for assisting to address urbanization issues faced by Caribbean SIDS.
Mr. David Bally
David Bally joined G.A. Farrell & Associates Limited in January 2020 to take up the position of Chief Valuation Officer. His core responsibilities include oversight of the Valuation Department with particular focus on commercial property valuations.
He has over 20 years’ experience in the valuation of residential, commercial, agricultural and industrial properties for various purposes. David is a member of the Institute of Surveyors of Trinidad & Tobago since 2009. He is also a professional member of the Royal Institution of Chartered Surveyors and in this regard, has held chartered surveyor status since 2010. Having studied with the University of Reading in the United Kingdom, he holds a Bachelor of Science degree with honors in Estate Management.

Mr. Derek Irvin Outridge
Derek Irvin Outridge is a Chartered Quantity Surveyor, RICS Registered Valuer, Attorney-at-Law, Arbitrator, Registered Mediator, Senior lecturer (PT) University of the West Indies, and has forty-five (45) years’ experience in the construction industry. Dr. Dexter Davis
Dr. Dexter Davis is currently a Lecturer with the Department of Geomatics Engineering and Land Management, Faculty of Engineering, UWI. Since 1994, he has worked in various teaching and instructional positions at the University of Newcastle-upon-Tyne, UWI, UTT and the University of Guyana. He has a wealth of experience as a Geomatics consultant, working in key leadership roles in the private, public and non-profit sectors in the Caribbean. He also currently serves on the Board of Directors for the Institute of Surveyors of Trinidad and Tobago (ISTT) and is the Senior Geomatics Consultant and on the Board of Directors for L & S Surveying Services Ltd, one of the leading survey and mapping companies in the region. He is a court appointed expert witness in the area of photogrammetry for the historical assessment of land ownership and adjudication.
Dr. Davis has over 25 years’ experience as a teacher, presenter and facilitator in numerous local, regional and international conferences, symposia and training workshops, dealing with topics such as land monitoring and management, UAV applications, sea level rise, agricultural food security and personal development.
Ms. Fariyal Khan
After obtaining a B.Sc. in Surveying and Land Information, Fariyal delved deeper into the geospatial world, earning a Master of Science in Geoinformatics. Her commitment to excellence led her to achieve the prestigious Project Management Professional (PMP) certification, solidifying her reputation as a skilled professional in her field. For the past 15 years, Fariyal has been an invaluable asset to The National Gas Company of Trinidad and Tobago Limited (NGC), where her proficiency in geospatial technologies has played a pivotal role in enhancing operational efficiency and decision-making processes. Currently serving as the GIS Supervisor, Fariyal leads a team dedicated to harnessing the power of spatial data.
Ms. Grace LesFouris
Grace LesFouris has worked as an Urban and Regional Planner for over forty (40) years, mainly in Trinidad and Tobago, but also in St. Vincent and the Grenadines where she prepared that country’s national physical development plan on a UNDP consultancy, and as Director of Planning in the Turks and Caicos Islands.
She received her undergraduate training at the University of Waterloo, Ontario, Canada, and post-graduate at the Loughborough University of Technology, Loughborough, England. Ms. LesFouris is also the holder of a Certificate in Recognition of Satisfactory Completion of a One-Year Program as a Fellow in the Fulbright Fellowship Program at the Department of City and Regional Planning of the University of North Carolina, Chapel Hill, North Carolina.
Her work experience includes more than two decades at the Town and Country Planning Division of the Ministry of Planning and Development. Effective September 19, 2023 she is the Immediate Past President of the Trinidad and Tobago Society of Planners having functioned as President since November 2021.
Dr. Michael Sutherland
Michael Sutherland holds an M.Sc.E. and Ph.D. in Geomatics Engineering from the University of New Brunswick, Canada specializing in land information management and Geographic Information Systems (GIS). He is currently a Senior Lecturer in Land Management in the Department of Geomatics Engineering and Land Management, Faculty of Engineering, The University of the West Indies, St. Augustine, Trinidad and Tobago. Michael was also Head of that department from 2017 to 2023. He previously held a post-doctoral position at the University of Ottawa, Canada where he did GIS research in relation to multi-criteria decision analysis supporting socioeconomic and environmental phenomena. He is a member of the Institute of Surveyors of Trinidad and Tobago, and is an elected member of the Royal Institution of Chartered Surveyors. In 2011 Michael was appointed as an Honorary Fellow, Sir Arthur Lewis Institute of Social and Economic Studies, University of the West Indies, St. Augustine, Trinidad and Tobago. Between 2012 and 2017 he served as Deputy Dean (Undergraduate Affairs), Faculty of Engineering, The University of the West Indies, St. Augustine, Trinidad and Tobago. In 2012 he was appointed as an adjunct professor in the Department of Geodesy and Geomatics Engineering, University of New Brunswick. Michael was also Chair (2011-2014), Commission 4 (Hydrography), International Federation of Surveyors.
Mr. Nigel Ramsey
Nigel Ramsey is a Building and Quantity Surveyor and the current President of The Institute of Surveyors of Trinidad and Tobago. Nigel has worked in the construction industry for over 40 years. Nigel obtained an MSc (Quantity Surveying) and BSc (Construction Project Management) from Heriot Watt University UK and a Full Diploma (Construction) from City & Guilds UK.
Nigel was a Senior Lecturer and Board Member of the Tobago Technical Institute from 2009 to 2017, while also lecturing at the School of Higher Education Limited in Trinidad a distance learning Partner of Heriot Watt University. Nigel holds qualifications as a Tribunal Officer, having also completed Mediation Training in Civil None Family Matters. Nigel is currently awaiting certification by the Mediation Board of Trinidad and Tobago. Nigel has supervise and mentored a group of young Tobago Qs apprentice, some have become Full Members of the ISTT Qs Division.
Nigel is a married father of three and grandfather of three. He hails from Tobago and loves playing golf and football in his off time. Nigel also has a strong interest in politics and international relations.
Ms. Nikita Morris
Nikita Morris is Project and Research Coordinator working at L&S Surveying Services where she works closely with the Research and Development Team. After graduating with a BSc in Geomatics from UWI in 2010, she continued in the Geomatics Engineering and Land Management Department as a member of staff fulfilling research and teaching support roles. She has successfully obtained a MSc in Geoinformatics in 2016 and has been working in the Geomatics/Geoinformatics field for 10 years.
Ms. Reanna Phagoo-Nandlal
Reanna Phagoo-Nandlal is an Attorney-at-Law who is currently employed as a Project Implementation Analyst at the Ministry of Finance. In this position, Reanna provides legal support for the development and infrastructure programme as approved by the Minister of Finance and Cabinet.
Reanna previously held the position of Legal Officer I at the Land Management Division, Ministry of Agriculture, Land and Fisheries where she was tasked with leading and providing legal advice for major initiatives of national importance including the compulsory acquisition of lands required for the ANR Robinson International Airport Expansion Project. Prior to her entry into the legal profession, Reanna would have held various positions in the field of Reliability and Condition Monitoring in the Oil and Gas industry.
Reanna holds a Bachelor of Laws (Honours) Degree from the University of London, a Legal Education Certificate from the Hugh Wooding Law School and is currently pursuing a Master in Business Administration Degree in General Business Management among her many other qualifications and certifications.
Mr. Shalon Andrews
Mr. Shalon Andrews is a professional Quantity Surveyor and Construction Manager that has over eleven (11) years of experience in the construction industry in both the private and public sector. Mr. Andrews holds a BSc in Quantity Surveying from Herriot Watt University and a MSc in Construction Management from the University College of Estate Management. He is a Full Member of the Institute of Surveyors Trinidad and Tobago (ISTT), a full member of the Royal Institute of Chartered Surveyors (RICS) and a full member of the Chartered Institute of Buildings (CIOB).

Graduate of the University of the West Indies at Masters Level in Construction Project Management and obtained a Bachelor’s of Science in Civil with Environmental Engineering. Expertise in Construction Project management and Contract Management with ten (10) years of experience in the construction industry. Graduate Member of the Association of Professional Engineers of Trinidad and Tobago. Graduate Member of the Institute of Civil Engineers.

Umari Prince is a recent of University Graduate armed with a BSc in Geomatics Engineering, obtained from the University of the West Indies, his interest and genuine passion for the field of Surveying has fuelled him throughout his degree despite challenges and continues well after.
Mr. Yannick Melville
Yannick Melville is an Economist II at the Central Bank of Trinidad and Tobago. He is a part of the Research Department’s Macroprudential Analysis Unit. Over the last eight years, he has helped develop various indices to monitor: (i) economic uncertainty; (ii) excessive credit growth; (iii) systemic risks and; (iv) financial and business cycles in Trinidad and Tobago. He has also taken part in various strategic projects. Mr. Melville graduated from the University of the West Indies with a Bsc in Economics in 2012 and an Msc in Financial and Business Economics in 2015.
